1. To carry out and implement development strategies, guidelines and policies of domestic and foreign trade and international economic cooperation; To draft parochial laws and regulations governing domestic and foreign trade, economic cooperation and foreign investment; To devise implementation rules and regulations.
2. To formulate development plans for domestic trade in Jilin province; To study on and put forth proposals on reforming the commercial distribution system of Jilin province; To foster and develop urban and rural markets; To promote the restructuring of the commercial distribution sector and the improvement of such modern distribution modalities as chain store operation, modern logistics and e-commerce.
3. To research into and formulate policies for regulating the market operation and distribution order, breaking up market monopoly and regional blockage; To set up and improve an integrated, open, competitive and orderly market system; To monitor and analyze market activities and commodity supply and demand; To organize the adjustment of market supply of main consumer goods and regulation of the distribution of major means of production; To organize distribution plan of ”°vegetable basket ”± commodities according with other departments.
4. To implement and execute measures for the regulation of import and export commodities , catalogue and tender policy thereof; To be responsible for codifying ,making known to lower levels and organizing the implementation of import & export quota plan; To manage quota quantity and licenses;
5. To implement and execute state policies concerning trade in technology, state import and export control, and policies encouraging the export of technology and complete set of equipment; To push forward the establishment of foreign trade standardization system; To supervise Jilin provincial technology import, equipment import, export of domestic technologies subject to state export restriction and re-export of imported technologies.
6. To implement and execute state policies on multilateral and bilateral trade and economic cooperation; To attend international economic and trade activities on behalf of Jilin province government; To participate in multilateral and bilateral negotiations, trade negotiations for international service, and to be responsible for negotiations and conclusions on international economic £¦trade treaty and agreements; To regulate the volunteer aid and donated fund for Jilin Province from multilateral and bilateral government and organizations.
7. To organize and coordinate the work pertaining to Jilin provincial anti-dumping, countervailing, safeguard measures and other issues related to fair trade for import and export; To institute early warning mechanism on fair trade for import and export, and to organize investigations on industry injury; To guide and coordinate domestic efforts in responding to foreign anti-dumping, countervailing, and safeguard investigations and other issues concerned.
8. To give general guidance to the work of foreign investment of Jilin Province; To analyze and study Jilin Provincial foreign investment developments and submit information concerning the developments and the corresponding proposals to the Jilin Province government on a regular basis; To draw up and enforce foreign investment policies and reform schemes, to participate in the formulation of mid-term and long-term planning and development strategies for utilization of foreign investment in Jilin Province; To examine and approve according to relevant laws the establishment of foreign-invested enterprises with foreign input less than the state fixed amount and excluding centralized planning; To make major changes(follow-up fund increase and decrease, share transfer and merge&acquisition) on project contracts, rules and regulations subjected to the specified laws; To supervise the enforcement of laws, regulations, contracts and statutes by foreign-invested enterprises; To guide and oversee Jilin Provincial efforts in attracting foreign investment and other business opportunities, as well as the establishment and trade performance of foreign-invested enterprises in Jilin Province; To coordinate and participate in changing environment on utilization of foreign investment in Jilin Province. To assume responsibility of leader team to utilize foreign investment.
9. To be responsible for efforts of Jilin Provincial foreign economic cooperation; To formulate and implement policies and regulations on foreign economic cooperation, guide and monitor the regulation of overseas contract projects, labor service cooperation and designing and consulting businesses; To work out administrative measures and specific policies guiding Jilin Provincial out-bound investment; To approve Jilin Provincial companies to invest and set up overseas establishments (excluding monetary companies) and supervise their operation.
10. To be in charge of Jilin Provincial efforts in providing aid to foreign countries and regions; To organize and implement foreign aid projects; To supervise and inspect the implementation of foreign aid projects; To manage Jilin Provincial foreign aid fund, concessional loans, foreign aid oriented special funds; To facilitate the reform on foreign aid provision modalities.
11. To study on and formulate plans, policies and measures on economic and trade development relating abutting countries; To guide and regulate the efforts in small-amount trade with Russia and D.P.R.Korea , trade each other between people on border; To be responsible for the organization and liaison for multilateral and bilateral conference with Russia , D.P.R.Korea as well as northeast Asia area; To approve and regulate the right of authorized operation for firms and commodities.
12.To implement and execute state policies on foreign economic and trade to different countries; To regulate trade activities with countries without diplomatic relation with China; To be in charge of examination and approval of resident representative offices and organizations to be stationed in Jilin Province from HK ,Macao as well as Taiwan; To be responsible for contacting with economic and commercial sections of Chinese embassy or other diplomatic missions abroad for business ; To associate with foreign governmental business organizations stationed in Jilin Province.
13. To provide guidance to the constructions of information network and e-commerce related government affairs for Jilin Provincial distribution system; To formulate related policies and measures by using e-commerce to develop domestic and international market; In charge of guiding various trade exhibition ,fair and other business activities; To devise and implement the regulation for organizing business activities abroad.
14. To supervise the operation of state asset of institutions and enterprises both home and abroad directly under Department of Commerce of Jilin Province; To be esponsible for human resources ,salary, administrative organization and selections of candidates to be assigned to abroad of Department of Commerce and subordinate institutions; To guide the work of associations and societies.
15. To be responsible for coordinating the related work of Jilin Provincial ports affairs.
16. To undertake other assignments handed down by the Jilin Province government.
Others
1.Functions and duties between Department of Commerce of Jilin Province (DOFCOM) and Jilin Provincial Development and Restructuring Committee (PDRC) are specified as:
¢ÅOn important merchandise import and export management: PDRC is in charge of drawing up import &export general plan on total quantity of important industry products , raw materials and important primary agri-produce. DOFCOM shall organize and implement the plan. The allocated quota of grain,cotton and coal under the general plan on import&export quantity shall be made jointly by DOFCOM and PDRC which coordinate relevant policies accordingly.
¢ĘOn regulations for foreign investment. According to ”°catalog guiding foreign investment industry ”± issued by state , PDRC and DOFCOM are jointly responsible for the catalog guiding Jilin Provincial foreign investment and for getting it published afterwards.
¢ĒThe major out-bound investment relating nature resource development as crude oil and mine exploration and projects involving large amount of out-bound funding shall be examined and approved by the PDRC. Those firms (excluding monetary-related companies ) to be launched abroad by enterprises within Jilin Province shall be examined and approved by the DOFCOM.
2.Functions and duties between DOFCOM and Jilin Provincial Economic Committee.
In view of the demand of for ethanol gasoline production and popularization in Jilin Province, the responsibility of , supervisal and regulation for marketable oil products is assumed by provincial Economic Committee now, and will be transferred to DOFCOM when condition permits later.
3. Jilin Provincial Office of Leading Group for Rectification and Standardization of Market Economic Order is functioning in DOFCOM performing the duty of the route work.
